3 student tenants in one of our properties, all invisible to council tax, one leaves uni and gets a job, subsequently looses job and claim benefit. When claiming benefit she too is invisible to council tax - however the council have sent me an assessment for the whole house even though there are three non council tax paying tenants in the house. Can this be right? who can I turn to for advice?

It may be worth trying Citizens Advice Bureau or the Council who should know what should and should not be on the Assessment form.

Are your 3 students all on the same joint tenancy agreement? It would mean that there is in effect one tenant [the three of them classed as one, with each liable for not only their part of the council tax but all of it] You ill need to be firm and tell the council that there is one agreement for them all and that they rent the WHOLE of the house and that they are not responsible for paying the rent individually. Additional, they are not assigned a particular area by yourself and that only they can determine who lives there. Good luck
