Government Announce Plans to Require Planning Approval for Short-Term Rentals

In a bid to address concerns about the impact of holiday lets on local housing availability, the UK government has announced plans to require planning approval for short-term rentals advertised on platforms like Airbnb. The new regulations will be implemented in areas where local councils determine that residents are facing housing affordability challenges.

The decision comes after an extensive year-long consultation, which resulted in the unveiling of a comprehensive plan that includes the establishment of a mandatory register for holiday lets. Under the new rules, homeowners will be permitted to let out their properties for up to 90 nights per year without requiring planning consent.

Housing Secretary Michael Gove emphasized the need to strike a balance between supporting the thriving tourism economy and ensuring that local communities have access to affordable housing. Gove stated, “Short-term lets can play an important role in the UK’s flourishing tourism economy, providing great, easily-accessible accommodation in some of the most beautiful parts of our country. But in some areas, too many local families and young people feel they are being shut out of the housing market and denied the opportunity to rent or buy in their own community.”

Gove further explained that the introduction of these measures would empower local communities to regain control and make decisions that safeguard both the visitor economy and the housing needs of local residents.

Amanda Cupples, General Manager for Northern Europe at Airbnb, welcomed the move, stating, “Families who host on Airbnb will benefit from clear rules that support their activity, and local authorities will get access to the information they need to assess and manage housing impacts and keep communities healthy, where necessary.”

In addition to the planning approval requirement, the government also plans to introduce new permitted development rights. These rights would allow properties to be converted from short-term lets to standard residential dwellings, offering flexibility in housing use. Another proposed right would enable a residential property to be transformed into a holiday let, providing additional options for property owners.

These new measures are aimed at creating a regulatory framework that addresses the concerns raised by local communities while allowing for the continued growth of the short-term rental sector. The government hopes that these initiatives will foster a better balance between the needs of tourists and the housing requirements of local residents.
