Renters Reform Bill Amendments Promise Fairer Rental Landscape

Amendments to the Renters Reform Bill are set to reshape the rental landscape by prohibiting landlords and letting agents from denying tenancy to renters with children or those reliant on benefits. Despite this stride toward inclusivity, landlords retain the authority to conduct reference checks and make the final decision on potential tenants.

A significant highlight of these amendments is the introduction of the Decent Homes Standard into the private rental sector for the first time. This standard aims to elevate living conditions within rental properties, targeting a 50% reduction in subpar housing by 2030.

The industry has largely welcomed this news. Guy Gittins, chief executive of Foxtons, expressed optimism: “The government’s initiative to tackle unscrupulous landlords is promising. It ensures equitable access to rental homes and guarantees their suitability.”

Sam Reynolds, chief executive of Zero Deposit, applauded the move: “Improving rental standards benefits tenants and rewards diligent landlords. This shift discourages profit-focused shortcuts, fostering a healthier industry.”

However, voices within the sector caution that these amendments don’t fully address underlying market challenges. Reynolds pointed out the scarcity of available rentals, driving up rents and incentivizing landlords to invest more in the private rental sector (PRS).

Councils are poised to receive augmented investigative powers to root out substandard rental properties, a move hailed as pivotal in purging rogue landlords from the market.

Marc von Grundherr, director of Benham and Reeves, raised a pointed observation: “It’s ironic that the government, in combatting rogue landlords, may have inadvertently contributed to the problem by undermining legitimate landlords. This exodus of reputable landlords has diminished quality housing options, creating an opening for unscrupulous players.”

The amendments are slated for discussion in the House of Commons’ Committee stage, marking a pivotal juncture in the Renters Reform Bill’s progression.
